Education CS Machogu Ensures Timely Release of School Capitation Funds

The education cabinet secretary Ezekiel Machogu has come out to assure school heads that the government was still committed to have the capitation funds released early on schedule. Machogu was speaking on June 4, 2024, where he confirmed that schoold needed not to worry about closure because of delayed funds.

“There are no schools which are closing for lack of capitation. I want to assure you that last term the Ministry was able to give the 50 percent required capitation in the current financial year,” Machogu stated. This assurance aims to alleviate concerns among parents and educators about potential school closures.

Delayed disbursements have caused significant financial stress, particularly for day secondary schools relying entirely on government funding. Suppliers have pressured schools over unpaid dues, raising fears about compromised education quality.

As per the current capitation formular, the government is expected to allocate KSh22,244 for every pupil per year. However the funds are usually released in installments where 50 percent disbursement is done in the first term, 30 percent in the second term, and 20 percent in the third term. What concerns most headteachers is that the government has not been keen to adhere to this schedule, disbursements have not been consistent.
