Under the free day junior secondary school (FDJSE), the Ministry of Education has set a minimum of KSh4,998.1 per learner this term. Every school hosting JSS learners received KSh274,444 as a basic allocation.
This is broken down as shown hereunder in a memo dated 18th June, 2024, addressed to all CDEs and signed by Basic Education PS Dr. Belio Kipsang’. The funding allocation, based on data obtained from the NEMIS, is based on information obtained on 20th April, 2024.
The memo shows that monies for Term 2, 2024, have been released for all learners in Grade 7 and 8, and the same is expected to be used in all schools as guided by the ministry. The detailed breakdown of the disbursed funds is as follows:
- Personal Emolument: KSh199,713
- Rental Box and Postage, Telephone Charges, BoM Meetings, and Capacity Building: KSh58,416.37
- Internet Connectivity: KSh11,667.14
- Electricity, Water, and Conservancy: KSh4,647.49
For individual learners, the breakdown is:
- Tuition: KSh1,746.38
- Centralized Procurement: KSh1,175.72
- Operation: KSh2,076.00 (with KSh1,976 allocated to schools and KSh100 for centralized procurement)
Schools will acknowledge receipt of funds by issuing official receipts to the Principal Secretary, copy to the Sub-County Director of Education and County Director of Education within two weeks of receipt of funds. Any school with less declared enrolled students than declared will lead to suspension from the programme and recovery instigated.
He reiterated that schools should complete their data on NEMIS since all future disbursements will be done using the system; all schools were directed to operate a Tuition Account where all payments will be made through Cheque and solely used in the procurement of teaching and learning materials.
The Boards of Management are strongly called upon to ensure that the school funds are prudently used in accordance with the financial regulations as stipulated in the revised Handbook on Financial Management for Public Schools, Teacher Training Colleges, and Technical and Vocational Colleges in Kenya, the Public Finance Management Act, No. 18 of 2012, and the Public Procurement and Disposal Act, No. 30 of 2015.
