The TSC has said in a circular dated August 29, 2024, that it has now fully implement the second phase of the 2021-2025 CBA. The circular was signed by the TSC Chief Executive Officer, Dr. Nancy Macharia, and addressed to all regional, county and sub-county directors among other principals of diploma teachers colleges, primary teacher training colleges and the director of Kenya Institute of Special Education.
The implementation is effective July 1, 2024, and applies to all teachers except those on internship. When converting to the new salary scales, teachers will retain their existing incremental dates. If the increment date falls on July 1, 2024, teachers will first get their annual increment on existing salary scales before converting to the new salary points effective from that date.
Under the new CBA, Chief Principals at Grade D5 TSC-Scale 15 have a minimum of Ksh 135,436 and maximum of Ksh 162,539. Teachers in this category earned between Ksh 131,380 and Ksh 159,534. Primary Teachers II at Grade B5 TSC-Scale 5 who were earning a minimum of Ksh 22,793 to a maximum of Ksh 28,491 in the first phase, now earn a minimum of Ksh 23,830 and a maximum of Ksh 29,787.
Moreover, TSC has also revised the house allowance clusters by trimming the clusters from four to three clusters after merging clusters 3 and 4. The new rates stand at Ksh50,000 for Cluster 1-Nairobi City, Ksh35,000 for Cluster 2, comprising Mombasa, Kisumu, Nakuru, Eldoret, and other municipalities, and Ksh25,000 for Cluster 3, for all others. Teachers in grade B5, the lowest grade, will now earn Ksh6,750 in cluster 1, Ksh4,500 cluster 2, and Ksh3,850 cluster 3. Other allowances such as hardship allowance, commuter, annual leave, and disability guide remain retained.
