TSC Interviews Sub-County Directors for County Director Promotions

Recently, the TSC concluded its interviews for over 50 SCDs and deputies seeking promotions to CDs. The two-week-long interviews slated for the 13 vacancies created as a result of retiring CDs or those whose contracts expired.

The posts were advertised by the TSC in February, with 13 Deputy Director-Teacher Management posts falling in TSC Job Grade 5 – with five top director posts being advertised for the first time as a result of the roll-out of the Career Progression Guidelines for Secretariat staff, commonly referred to as CPG.

Eligibility and Requirements

Only applicants who have served for a minimum of three years in the rank of Assistant Director, Teacher Management, or six years in service of equal status in the education sector are eligible for appointment to the 13 vacancies. A Master’s will be adequate in this case. All applicants must have at least a Certificate in Leadership Course or its acceptable equivalent of not less than four weeks in duration, meet the requirements of Chapter Six of the Constitution, and present evidence of merit and ability in work performance.

Those picked will walk away with a five-year renewable contract that fetches a basic monthly salary of between KSh192,782 and KSh288,051, a house allowance of KSh50,000, a commuter allowance of KSh16,000, and 30 days of annual leave.

Final Suitability Interviews

The shortlisted candidates from the first interview shall have the final suitability interview on 2nd July 2024. The interview panel comprised of TSC commissioners and other representatives of the Commission Secretary/CEO

Positions at TSC Headquarters

The destiny of TSC Director offices at the headquarters of the Commission hangs in the balance. They include five Director positions that the Commission advertised during the review process for Teacher Discipline Management, Staffing, Human Resource and Development, Internal Audit, and ICT, and one Deputy Director position for Teacher Management.

Evelyn Mitei has been in acting capacity as Director of Field Services, while Antonina Lentoijoni stepped in after the previous directors retired or resigned. The period also saw a mass resignation of top Directors, such as Isaac Nganga (Internal Audit), Charles Gichira (ICT), and Dr. Julius Olayo (Human Resource Management).

Internal vs. External Appointments

However, it is reported that a major tussle is ensuing between the Commissioners themselves on whether they should first recruit acting directors or go ahead and advertise the positions for competitive appointment. Besides that, another clique of politicians is also said to be at play in having their believed cronies awarded postings.
