TSC Releases Circular for Phase 2 July 2024 Teacher Salary Increase by Job Group

The TSC has released a circular outlining the long-awaited plan for implementing salary increments for teachers, to be implemented in two phases starting from July 2024.

A relevant excerpt from the circular states:

TSC first phase of the third implementation cycle for teachers’ salaries

The understanding was agreed upon by the Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET).

As stated in the agreement, there will be a review of the remuneration payable to teachers, planned to be implemented in two (2) phases. The first phase took effect on 1st July 2023. The second phase will come into effect on July 1, 2024, and applies to teachers employed at that time.

Mode of Application of Circular

The circular applies to all teachers who are working for the Commission and in service as of 1st July 2023.

Agreement on Incremental Dates

As agreed, teachers moving into the new salary scales will keep their existing incremental dates. If the incremental date is 1st July 2023, teachers will receive their annual increment on existing salary scales. The commission will also convert to new salary points from this same date.

Teachers’ Annual Salary Increment

Regarding the annual salary increment for all teachers, the commission will remain in effect as per the Code of Regulations for Teachers (2015).

Teachers’ Grading and Salary Structure

The TSC grading structure and teacher designations will remain as decided. The new salary structure and conversion tables will be implemented as set out in Tables 2-12 attached to the TSC Circular.

Teachers’ Allowances

TSC has categorized teachers’ house allowance rates into four (4) clusters:

Cluster 1 covering Nairobi City Cluster 2 covering parts of Mombasa, Kisumu and Nakuru Cities, Nyeri, Eldoret, Thika, and parts of Kisii, Malindi, and Kitale municipalities. Cluster 3 covers the other former municipalities. Cluster 4 encompasses all remaining areas.

The circular states that the house allowance rates for Clusters 1, 2, and 3 remain unchanged. Alternatively, there has been a review of the house allowance rates for Cluster 4, which could be put into effect in two stages. The first phase of the Cluster 4 house allowance increase was included in the August payroll, reflecting retroactive arrears to July 1, 2023. The second phase will see teachers receiving the increase starting July 1, 2024.

The TSC house allowance rates are indicated in Appendix A under the circular. Other allowances paid will continue as applicable according to Appendix B.
