TSC to Temporarily Redeploy Secondary School Teachers to Junior Secondary Schools (JSS)

The Teachers Service Commission is attempting to plug an impending teaching vacuum in Junior Secondary Schools with temporary redeployment of qualified secondary school teachers awaiting transfers and swaps. In a July 19 memo, TSC Secretary and Chief Executive Dr. Nancy Macharia said the move was aimed at ensuring uninterrupted learning in JSS at a time when the country is optimizing available human resources.

Comprehensive Review of Teachers Awaiting Transfer

The TSC has directed all regional and county directors to scrutinize lists of teachers in all secondary schools who applied for transfers or swaps within their areas. This is to identify those eligible and willing to redeploy to JSS temporarily until their requests are processed.

Addressing Critical Teacher Shortages

The memo identified the precarious challenge in JSS, which is the continuous teacher shortage, and the implementation of the Competency-Based Curriculum is badly impaired. Therefore, the TSC will embark on temporary redeployment of secondary school teachers to ensure that students continue learning without much interruption.

Directions on Redeployment

The directors in TSC are guided by the following in the execution of the above directives:

  • Identify eligible teachers: From the school’s teaching staff, identify those who are qualified and willing to redeploy.
  • Consultation and Engagement: The aim of this stage is to engage the identified teachers in a one-on-one discussion, letting them know that it is just a temporary measure for redeployment.
  • Coordination and Collaboration: Coordinate and collaborate with the relevant departments in order to aid the smooth redeployment process.
  • Monitoring and Evaluation: Monitor and review how the redeployment has been implemented for effectiveness.

Ensuring Uninterrupted Learning

This strategic redeployment will reduce the acute teacher shortage in JSS and sustain uninterrupted learning for learners. The TSC puts great emphasis on the move as a means of supporting the implementation of CBC for better learning experiences among learners.

Implementation Reports

Regional and county directors have been called upon to provide the implementation process report by August 8, 2024. From these reports, some notions will be got regarding the success of the redeployment initiative and where further actions will be required.
